MS-24142	Minor	NCalc Extensions: substring() should handle out-of-bounds start index gracefully	substring() now returns clear, bounds-specific errors by default and supports optional handling modes (Error, Empty, Null, Clip) for out-of-range start indexes. In-range behavior is unchanged, negative/large indexes are handled consistently, and mode names are case-insensitive.
